I wrote some sample instructions on a GitHub issue a few days ago and I'm
waiting for them to be verified before we update the wiki.  If you'd like

These instructions use pybombs, which I'm not entirely happy with when it
comes to installing the packages globally (i.e. /usr/local) as it makes
some assumptions about the system which I am not sure are always valid.

Alternatively you could use Ubuntu or the GNURadio live distro (based on
Ubuntu) which make things a little simpler.  For example, Ubuntu still has
packages for hackrf, gnuradio and gqrx in the repositories; I have no idea
why Kali doesn't have them available to install.
