STATE REPRESENTATIVE AUSTIN BADON FILES A BILL AUTHORIZING GOVERNOR TO USE NATIONAL GUARD IN HIGH CRIME AREAS

An advocate for augmenting New Orleans Police Department forces with Louisiana National Guard while the City of New Orleans attempts to find long-term solutions to its murder rate, State Representative Austin Badon filed a bill today allowing the Governor to deploy all necessary law enforcement, including the Louisiana National Guard, if a municipality’s murder rate exceeds 45 murders per 100,000 in a calendar year.
State Representative Badon first called for the short-term assignment of guard troops after 2011 Halloween shootings in the city’s tourist district garnered international attention.
“The Mayor and NOPD are doing everything they can to stop the violence, but the fact of the matter is that we need more forces on the ground,” said Rep. Badon. “To give the administration’s initiatives and reforms a chance to succeed, we need to break the cycle of violence that is paralyzing our community. We need a short-term stopgap to allow the long-term solutions to take root and be successful.”
The Mayor and Police Chief were alerted about the bill today. In a letter Rep. Badon applauded the administration’s tireless efforts and dedication to solve the violent crime epidemic. The letter also indicates that other cities such as Chicago and Philadelphia have also considered bringing in the National Guard to address murder problems.
“The numbers don’t lie,” said Rep. Badon. “At the Algiers community meeting in January, Chief Serpas said NOPD has lost over 200 officers since May 2010, leaving us with just over 1,320 police. That 13 percent decline in police force pretty clearly correlates to the 14 percent increase in murders we saw last year. Our officers need more help. They deserve it. So do we.”
