I only tried with 2016-October.txt.gz, but it worked fine for me.

Does the size of the downloaded file match?  The October 2016 archive that
I downloaded is 15848 bytes.

What does `file 2016-October.txt.gz` report?  I see:
gzip compressed data, was "2016-October.txt", last modified: Tue Nov  1
07:27:02 2016, max compression
