I just want to say that I have had many winradios and that this hackrf is really pretty good.

Plugins is this SDRsharp that you are using ? Maybe ask people who will know more about SDR# and it's plugins ?

I suspect that your problem is not HackRF firmware related in any way, it is just really old plugin software, the SDR# API has evolved in two years and now the fossilised plugin is broken:
LevelMeter (http://levelmeter.sub-web.de/ ?) was last updated in 2014 so that would be SDR#  version 1326 (that is well before the migration to .NET 4.6 in 1362) so you would probably need the developer to update their API code and build a new binary for it to work. As for RDS, no idea - ask on the above list maybe ?
