[Hackrf-dev] HackRF in SDR#

I built a debug version of hackrf.dll and added breakpoints to
hackrf_set_baseband_filter_bandwidth and
hackrf_compute_baseband_filter_bw_round_down_lt. They both seem to be
called appropriately.
