Nowhere in these instructions does it say that you must compile any
code:

As I mentioned in my previous email, Windows cannot support the complete
procedure.  That is something we hope to improve in the future, but, for
now, there is no point in trying.  Instead I recommend that you use
Pentoo as described here:

If you boot to Pentoo, you can complete the firmware and CPLD update
without compiling anything.  You just have to run two commands.
